I was in New York to record with Shelly Shenoy (she voices for Cartoon Network and more) and others in a very professional studio! The glass window is where the voice actor go's in to record so others can see them from outside while they record. The TV is there (and on the inside of the whisper booth that you can't see), for when we record a cartoon, commercial, etc... and we need to say our lines while having it play.
