This scene is from a new villain who is tied to a lot of lore in the FOE series in general.
This is basically a mix of the kind of content you'll see in FOE THE MOVIE! and of Blackjack's current situation in Project Horizons.
The book Fallout Equestria 'Project Horizons' was written by the astounding author Somber.
